Community Development and Housing works in partnership with developers and cities throughout the County. Currently the primary funding available for the development of affordable housing is HOME funds. Applicants can be a for-profit or nonprofit entity. There is no requirement of a specific corporate or county structure. Funding is available to private and nonprofit Applicant/owners of permanent supportive housing. The project site must have a County of San Bernardino address to qualify for CDH. See Areas Served below for a full list of eligible cites and unincorporated areas within San Bernardino County.
A CHDO is a Community Housing Development Organization organized under state or local law, as a non-profit with the purpose of providing affordable, decent housing to low- and moderate-income persons. Under the HOME Investment Partnerships Program (HOME) regulations the County will reserve 15% of its HOME allocation for investment in housing owned, developed or sponsored by CHDOs. Certification of a CHDO is subject to applicant eligibility pursuant to 24 CFR Part 92.2, funding availability and immediate need for housing.
The County does not administer an open Community Housing Development Organization (CHDO) application as CHDOs are selected on a project-specific, funding-specific basis. The CHDO selection process is facilitated in coordination with the NOFA (Notice of Funding Availability) process and evaluated as part of that process. A Community Housing Development Organization (CHDO) is a nonprofit, community-based, service organization which develops affordable housing for the communities in which it works and serves.
The HOME Program, under the HOME Final Rule 24 CFR Part 92, provides that the County of San Bernardino make HOME funds available for affordable housing activities to be undertaken by CHDOs.
CHDOs provide a unique opportunity for the County to partner with organizations that:
- Understand the housing needs in their communities.
- Are comprised of members of the community.
- Have the interests of the community as their guiding principle and purpose.
Working with CHDOs enhances:
- The County’s capacity to develop affordable housing by making resources available to organizations that can leverage other resources
- The process for involving community members in making decisions about affordable housing investments
- Develops the capacity of new partners in order to expand the expertise of housing providers throughout San Bernardino County
Only CHDOs that have been certified by the County of San Bernardino Community Development and Housing may receive funds from the County’s CHDO set-aside.

- Chino Hills
- Rancho Cucamonga
- Big Bear Lake
- Grand Terrace
- Loma Linda
- Twentynine Palms
- Yucca Valley
- Unincorporated Areas of San Bernardino County.
Notice of Funding Availability (NOFA)
HOME Program funds administered by the County will be utilized to help finance new construction, acquisition and rehabilitation of affordable housing for low- and very low-income families.
The County periodically issues a Request for Qualifications (RFQ), or a Notice of Funding Availability (NOFA) for HOME Funding, on an as needed basis.
The goals and projects for the County’s HUD funding allocation are approved by the Board of Supervisors. Once HUD announces the final appropriation amount for the County, budgets for these projects are made official and may reflect the use of other available funding sources.
