Community Development Block Grant

The Community Development Division manages a wide variety of U.S. Department of Housing and Urban Development (HUD) grant funded construction, public service and revitalization projects throughout San Bernardino County.

The federal Community Development Block Grant (CDBG) program was designed to improve low- and moderate-income communities. Funding is available to service the following capital improvement and public services projects within the CDBG program participating cities listed under Areas Served:

  • Build community facilities, parks and roads
  • Provide new or increased public services to local residents
  • Support initiatives that create new jobs

The Community Development Division currently provides project oversight in implementing CDBG-funded projects throughout the County Consortium, which is made up of 13 cooperating cities and County unincorporated areas. Cooperating cities include Adelanto, Barstow, Big Bear Lake, Colton, Grand Terrace, Highland, Loma Linda, Montclair, Needles, Redlands, Twentynine Palms, Yucaipa, and the Town of Yucca Valley.

CPD Notices

The Consolidated Plan, on our Plans page, provides a demographic profile, an assessment of housing and community development needs in San Bernardino County and strategies for addressing those needs each year. CDBG applications are evaluated against the needs and strategies identified in the Consolidated Plan. The Annual Action Plan outlines the specific projects that will be funded by CDBG the given year.

Notice of Funding Availability (NOFA)

The goals and projects for the County’s HUD funding allocation are approved by the Board of Supervisors. Budgets for these projects are made official once HUD announces the final appropriation amount for the County.

Current Funding Opportunities

The Community Development Block Grant (CDBG) Notice of Funding Availability (NOFA) has closed for the 2023-2024 funding year. The NOFA is released to the public annually during the month of October for online application submittal, instructions and guidelines.
